Requires short-term rental (STR) companies operating in New York to submit annual inventories to each county's governing body by January 31st, including locations and capacities of all STR units as of December 31st of the preceding year.

Mandates monthly reporting to county governing bodies by the 10th of each month with data on STR utilization, including number of days rented, total occupants, and average, median, and range of stay lengths for the preceding month.

Defines "short-term rental" as single-family or one-to-four family dwellings, condominiums, cooperatives, or timeshares offered for rent for less than 30 continuous days, and "STR company" as any organization that facilitates STRs and collects fees.

Authorizes counties (or cities for counties wholly contained within a city) to enforce compliance and imposes penalties up to $1,000 per day for each day of violation.

Takes effect 60 days after becoming law.
