Requires the New York Department of Transportation to establish a publicly available central registry of all reports, audits, plans, and public inspections related to freight rail operators, cars, train sets, lines, routes, and railroad rights of way

Registry must include daily inspection reports, safety plans, track inspection reports, bridge and tunnel inspection reports, safety incident reports, and annual bridge and tunnel certifications

Commissioner or designee must maintain and regularly update the registry

Commissioner may redact records or portions exempted from disclosure by state or federal statute or regulation

Takes effect 180 days after becoming law; commissioner authorized to adopt necessary rules and regulations immediately
