Establishes the "SUNY excess building asset inventory and repurposing act" to identify and study underutilized SUNY buildings and structures.

Requires SUNY to complete a comprehensive inventory of all excess building assets (buildings not used for academic, administrative, or residential purposes) within one year, updated annually, including location, size, type, condition, and past use.

Mandates SUNY conduct a study within two years examining the financial feasibility and cost relief potential of repurposing excess buildings, including proposals for alternative uses and potential demolition with environmental impact analysis.

Requires SUNY to submit findings and recommendations to the Governor, legislative leaders, and both houses of the legislature upon completing the inventory and study.

Provisions of the study section expire three years after the act takes effect.
