Requires persons with suspended or revoked driver's licenses to surrender number plates for all registered motor vehicles and have their vehicle registrations suspended during the period of license suspension or revocation.

Prohibits registration or re-registration of motor vehicles in the name of a person with a suspended or revoked license, or in any other name if the commissioner has reasonable grounds to believe it would defeat the purpose of this law.

Mandates the Department of Motor Vehicles notify affected persons by first-class mail within 30 days of suspension or revocation, and requires surrender of plates within 14 days of receiving notice.

Establishes an infraction for failure to surrender plates within 14 days, punishable by a fine of $150-$500, imprisonment for up to 15 days, or both.

Allows a hardship waiver for jointly-owned family vehicles if a licensed spouse or immediate family member can provide proof of joint use, such as being named on the vehicle's liability insurance policy before the conviction date.
