Creates an Asian American Native Hawaiian Pacific Islander (AANHPI) leadership institute within the State University of New York, subject to appropriation, to develop AANHPI leaders at the university president and cabinet level.

Institute shall provide candidate identification and recruitment, search committee training, professional development, individualized support, and research activities to foster AANHPI leadership success.

Chancellor appoints an executive director and eight-member advisory council serving three-year terms, with staggered appointments (director and 3 members year one, 3 members year two, 2 members year three); director and council members receive no compensation.

Executive director must submit annual reports to the governor, assembly speaker, and senate majority leader at the beginning of each legislative session detailing institute activities and outcomes.

Act takes effect April 1st following enactment.
