Prohibits the Department of Transportation from requiring surveys of state rights of way for fiber optic utilities when a survey has already been conducted and received by the state, or when no material changes to the right of way have occurred since the prior survey.

Exempts fiber optic deployment projects receiving funding from the Division of Broadband Access from any survey requirements for state right of way use.

Renames the "division of broadband development" to the "division of broadband access" and clarifies its powers and duties regarding broadband expansion.

Adds new duties for the Division of Broadband Access including campaigns to increase enrollment in internet subsidy programs and coordination with the State Education Department to ensure schools and libraries have access to reliable high-speed broadband.

Requires the Division of Broadband Access to maintain and publish a downloadable, searchable database of all grants awarded, including awardee information, award amounts, project details, and completion progress on the department's website.
