Establishes comprehensive regulatory framework for pet insurance policies in New York, defining pet insurance as property insurance covering accidents and illnesses of pets.

Requires insurers to disclose specific exclusions (preexisting conditions, hereditary disorders, congenital anomalies, chronic conditions) and other policy limitations including deductibles, coinsurance, and annual/lifetime limits prior to purchase.

Mandates 30-day free examination period allowing applicants to return policies for full refund if unsatisfied, unless a claim has been filed.

Limits waiting periods to maximum 30 days for illnesses and orthopedic conditions (but prohibits waiting periods for accidents) and allows waiver upon completion of veterinary examination.

Requires insurance producers to complete training on preexisting conditions, waiting periods, differences between pet insurance and wellness programs, and hereditary/congenital/chronic conditions before selling pet insurance products.

Takes effect 180 days after enactment and applies to all policies entered into, renewed, modified or amended on or after the effective date.
