CUNY and SUNY chancellors and all accredited higher education institution presidents must amend sensitivity training policies to include antisemitism training for administrators, faculty, staff, and students.

Institutions must establish ongoing training programs for current and new employees, consult with antisemitism experts to conduct training, and maintain compliance records for annual training and reporting requirements.

Institutions must adopt and publish a uniform hate and discrimination policy statement related to antisemitism on their websites and make information publicly available about reporting violations.

Institutions must record antisemitism-related hate and discrimination incidents and submit aggregated annual reports to the Department of Education by July 1st, including incident counts, judicial process outcomes, sanctions imposed, and cases closed due to withdrawal or complaint withdrawal.

The Department of Education must deliver compiled reports to state leadership by December 31st each year and make reports publicly available while protecting confidentiality of reporting individuals.
