Prohibits individuals lacking lawful immigrant status from receiving state payments for aged, blind and disabled persons, family assistance, safety net assistance, Title XX services, medical assistance, or other assistance programs under social services law unless they meet three conditions.

Requires vaccination against poliomyelitis, mumps, measles, diphtheria, rubella, varicella, Haemophilus influenzae type b, pertussis, tetanus, pneumococcal disease, meningococcal disease, hepatitis A, hepatitis B, influenza, rotavirus, and COVID-19, with exceptions where medically inappropriate or person is receiving required vaccinations.

Mandates negative screening tests for gonorrhea, Hansen's disease, syphilis, tuberculosis, communicable diseases subject to quarantine, and other diseases deemed significant by the health commissioner, with exception for those receiving appropriate treatment for positive results.

Requires individuals to have no physical or mental disorder with associated harmful behavior.

Takes effect January 1st following enactment, with authorization for regulatory implementation prior to the effective date.
