Prohibits state aid to any college or university that authorizes, facilitates, provides funding for, or otherwise supports events promoting anti-Semitism on campus.

Defines anti-Semitism to include hatred or severe disparagement toward Jewish people or their culture, and rhetorical, violent, or physical manifestations directed against Jewish individuals, property, institutions, or religious facilities.

Includes within the definition of anti-Semitism false allegations about Jewish people controlling media, economy, government, or other institutions, and myths about world Jewish conspiracy.

Covers accusations that Jewish people are wholly responsible for wrongdoings committed by individual Jewish persons, groups, or the state of Israel.

Includes accusations that Jewish people are more loyal to Israel or Jewish worldwide priorities than to New York or United States interests within the definition of anti-Semitism.
