Requires the Division of Military and Naval Affairs to establish the organized militia as public employees working group within six months of the effective date.

Working group shall include no more than three representatives each from veteran organizations, the Office of the State Comptroller, the New York State and Local Retirement System, the Division of Military and Naval Affairs, the Department of Civil Service, and the Department of Labor.

Working group must examine potential costs and benefits of designating organized militia members as public employees, limitations or stipulations during active duty, necessary regulatory or legislative reforms, and fiscal or actuarial consequences to retirement systems.

Working group shall issue preliminary findings and policy recommendations within one year, allow at least 60 days of public comment, and issue final findings and recommendations within 180 days after the public comment period closes.

Final findings and recommendations must be shared with the temporary president of the senate, speaker of the assembly, and minority leaders of both chambers; the act expires and is repealed four years after taking effect.
