Amends Civil Service Law Section 61 to allow school districts to select appointees or promotees from the five highest-ranked candidates on civil service eligible lists instead of the traditional three.

Permits school districts to establish rules allowing selection of any eligible candidate whose final examination rating equals or exceeds the fifth highest standing eligible willing to accept the position.

Applies only to school districts; state and municipal civil service commissions continue to operate under the existing three-person selection requirement.

Specifically addresses tie-breaking procedures when multiple candidates share the same final examination ratings.

Takes effect immediately upon enactment.
