Allows persons age 70 and over to request excusal from jury service without demonstrating mental or physical incapacity, undue hardship, or extreme inconvenience.

Requires applicants to submit age verification to the commissioner of jurors by mail, fax, email, or in person.

Exempts age-based excusal requests from the standard criteria used to evaluate other excusal applications.

Takes effect on September 1 following the date the bill becomes law.
