Authorizes New York State residents to request distinctive 9-8-8 license plates designed in consultation with the Commissioner of Mental Health to support the 9-8-8 suicide prevention and mental health crisis hotline system.

Requires an additional annual service charge of $25 per 9-8-8 license plate, in addition to regular vehicle registration fees.

Allocates $5,000 to the Department of Motor Vehicles one year after the effective date to offset the costs of producing these license plates.

Takes effect 120 days after becoming law.
