Allows physicians, physician assistants, nurse practitioners, registered professional nurses, and midwives licensed in good standing in other states or territories to provide reproductive health services in New York without first obtaining a New York license.

Requires out-of-state practitioners to submit an application for New York licensure, a letter declaring intent to provide reproductive health services, and documentation of employment or contract with a New York health care entity including start date and service location.

Permits practitioners to continue providing reproductive health services while their New York license application is pending until approval or denial.

Practitioners must comply with all applicable New York licensure and regulatory requirements and practice within their license scope.

Excludes practitioners licensed in states or territories with substandard or nonconforming professional licensing requirements, as determined by the commissioner.
