Establishes a new category of "qualifying small dental employers" eligible for standardized health insurance contracts, defined as employers with not more than 50 employees, at least one dentist licensed to practice general dentistry, and at least two licensed dental hygienists.

Requires qualifying small dental employers to have at least one dentist who provides a minimum of ten dental office visits per month to patients with medical assistance coverage under the state's Medicaid program.

Amends existing insurance law to include qualifying small dental employers alongside qualifying small employers in provisions governing standardized health insurance contracts, certification requirements, and enrollment procedures.

Authorizes the superintendent to give preference to qualifying small dental employers that serve more than a threshold number of Medicaid patients when accepting applications for group health insurance contracts.

Takes effect one year after enactment and automatically expires and repeals five years after the effective date.
