Restricts cell confinement to 17 hours per day maximum except for medical/mental health treatment, with medical necessity determinations reviewed every 48 hours and limited to least restrictive environments.

Guarantees in-person contact visits with up to four visitors daily, seven days a week, with packages delivered within 48 hours and no restrictions on food items, clothing, books, hygiene products, and other specified goods.

Requires incarcerated individuals receive at least 14 hours daily out-of-cell time (including 7 hours congregate programming and 2 hours recreation), free tablet access with internet for 4+ hours daily, and access to free phone calls and emails.

Prohibits use of force except as last resort after de-escalation, bans steel batons and choke holds, prevents retaliation against those reporting misconduct, caps disciplinary segregation at 15 days per incident, and requires clear and convincing evidence for sanctions with detailed written findings by hearing officers.
