Modifies Election Law Section 9-211 to mandate that audits of voter verifiable audit records be performed by hand recount rather than allowing manual or automated methods.

Requires audits of three percent of voting machines or systems within a board of elections' jurisdiction following general, special, primary, and village elections.

Maintains existing timelines: within 15 days after general or special elections, within 13 days after primary elections, and within 7 days after village elections.

Preserves requirements for random manual selection of machines, advance notice to candidates and political parties, and observer access for watchers during the audit process.

Takes effect immediately upon enactment.
