Requires the Department of Labor to publish information on workers' rights under federal and state law on its website in English and other appropriate languages by March 1, 2025, including rights that apply regardless of immigration status and the right to organize.

Mandates employers provide this information to each employee by August 1, 2025 and on their first day of work, and post it conspicuously at the workplace in English and any language spoken by at least 5% of employees.

Requires employers to make the information available online or through mobile applications if those are regularly used to communicate with employees.

Imposes a civil penalty of $500 for violations, but requires the commissioner to notify employers of a first violation and allow 30 days to correct it before imposing penalties.

Directs the Department's Division of Immigrant Policies and Affairs to conduct outreach by April 1, 2025 regarding workers' rights, immigration legal services, immigration enforcement procedures, and temporary protected status eligibility, using internet, print media, and public transportation advertisements.
