Expands foreign adoption birth certificate eligibility to include persons of any age at adoption, not just children, and applies to adoptions finalized in foreign countries or New York.

Allows adoptive parents to file for a New York birth certificate if either the parent was a New York resident at adoption or the adoptee was lawfully adopted within New York.

Permits submission of attorney-certified copies of foreign birth certificates and adoption decrees along with certified translations instead of requiring original documents.

Makes the provisions retroactive, allowing persons adopted before this law's effective date to apply for a birth certificate under these new rules.

Takes effect thirty days after becoming law.
