Amends the State Technology Law to add two new responsibilities to the office: educating state agencies on cloud service benefits for data storage and management, and providing technical specifications for cloud service provider qualifications.

Requires each state agency to consider cloud computing solutions whenever possible and feasible for technology sourcing strategies, data storage, management, and upgrades.

Mandates all state agencies to adopt written procedures in consultation with the office for evaluating cloud computing options for future technology initiatives, storage, management, upgrades, and procurements.

Defines "cloud computing" by reference to the National Institute of Standards and Technology's Special Publication 800-145 and any subsequent versions of that publication.

Takes effect immediately upon enactment.
