Extends the deadline for school districts to transition to zero-emission school buses from July 1, 2035 to July 1, 2045, or until all state agencies transition their medium- and heavy-duty vehicle fleets to zero-emission vehicles, whichever is later.

Requires school districts to only purchase or lease zero-emission buses when buying new buses and include zero-emission requirements in transportation service contracts, with exceptions when determined infeasible by the commissioner.

Mandates school districts and contractors to include provisions in procurement contracts requiring that zero-emission school bus components and final assembly occur in the United States, its territories, or possessions.

Requires the commissioner to conduct cost-benefit analyses for each school district and grant extensions of up to 24 months if districts cannot comply with zero-emission requirements.

Establishes workforce development and employee protection requirements, including transition and retraining plans for workers affected by the transition to zero-emission vehicles.

Requires annual progress reports from school districts beginning in the 2024-2025 school year on zero-emission bus implementation, infrastructure readiness, and workforce development efforts.
