Expands HIV test notice requirements to include multiple languages and various communication methods (oral, written signage, electronic) instead of limiting notice to oral advisement only.

Adds requirement that notice inform individuals HIV testing is voluntary and that refusal be documented in medical records.

Requires pre-test information explain that pre- and post-exposure prophylaxis medications (PrEP and PEP) are available to prevent HIV infection.

Requires post-test counseling for negative test results to include information about PrEP and PEP medications available to prevent infection.

Requires post-test counseling for positive results to include information about PrEP and PEP medications available to sexual partners to prevent HIV infection.
