Amends Executive Law to establish standards for emergency evacuation plans in high-rise buildings that address the needs of individuals with disabilities, developed in consultation with disability advocacy organizations and the office of the chief disability officer.

Requires emergency evacuation plans to consider procedures for evacuating individuals with disabilities, evacuation assistance devices, and floor plans identifying accessible egress routes and areas of refuge.

Permits building owners to maintain a list of individuals with disabilities who affirmatively request inclusion, limited to those who have notified the owner they need assistance and requested their names and room numbers be included; restricts access to this list to building staff, management, law enforcement, and fire safety personnel only.

Requires the emergency evacuation plan to be made available to building management, staff, and occupants (excluding the disability list), as well as law enforcement and fire safety personnel upon request, in multiple formats including large-print and Braille.

Makes the provision effective January 1, 2025, with exemptions for hospitals, assisted living residences, adult care facilities, and certain senior-only residential buildings with specialized evacuation plans.
