Changes program name from "Clean Energy Outreach and Community Planning Assistance Program" to "Renewable Energy Outreach and Community Planning Assistance Program" throughout the law.

Expands the New York State Energy Research and Development Authority's powers to augment or expand existing renewable energy programs, including developing data resources and mapping tools to help communities plan for renewable energy technology siting.

Adds definition of "renewable energy technology" to mean all methods used to generate, distribute, store, and support the use of renewable energy systems.

Requires the authority to issue annual reports beginning April 1, 2025, detailing the number of local governments reached, forums held, planning tools developed, service provider contracts awarded, funds invested, and program effectiveness metrics.

Repeals section 1913 of the Public Authorities Law and certain provisions of the Executive Law relating to the program, while preserving prior acts, applications, rights, and permits issued under the previous law.
