Amends vehicle and traffic law to allow members of mobile crisis teams to display one green light on their vehicles when engaged in emergency operations, with authorization from the mobile crisis team's director or similar role.

Transfers authorization authority from the office of mental health and office of addiction services and supports to the mobile crisis team's director or similar role, and allows such directors to revoke authorization at any time.

Removes the definition of "office of mental health and office of addiction services and supports" from the statute as it is no longer the authorizing entity.

Requires the commissioner of motor vehicles, in consultation with mental health and addiction services offices, to provide training materials to mobile crisis team members on the lawful operation of vehicles displaying green lights.

Takes effect on the same date as the 2023 legislation (S. 5397 and A. 5604) that originally authorized green lights for mobile crisis team vehicles.
