Reduces the prohibited distance for digital billboards with flashing, intermittent, or moving lights near Mitchell-Lama housing from 1,500 feet to 1,000 feet in cities with a population of one million or more.

Expands the prohibition to include both erecting/installing digital billboards after the effective date and operating existing billboards in the restricted zone.

Allows cities with a population of one million or more to enforce this prohibition concurrently through the corporation counsel or other lawful designee.

Removes the previous provision allowing municipalities to enact local laws to restrict outdoor advertising signage within 1,500 feet of residential property.

Removes civil penalty provisions (previously $1,000 for first violation and $5,000 for subsequent violations) and changes the effective date from 60 days after enactment to immediately.
