Expands the definition of "veteran" to include three categories: individuals meeting the definition in Veterans' Services Law section 1, state militia members discharged under honorable conditions, and those with qualifying conditions or discharged LGBT veteran status with non-dishonorable discharge.

Defines "member of a Gold Star family" as a New York state resident who is a gold star parent, spouse, domestic partner, or biological, step, or legally adopted minor child of a deceased veteran whose death qualified the parent for an annuity.

Applies the expanded definitions to section 13.19 of the Parks, Recreation and Historic Preservation Law regarding free campsite use.

Takes effect on the same date as related 2023 legislation (S. 3309-a and A. 6084-a) addressing Gold Star family benefits.
