Authorizes the comptroller of New York City to enforce and investigate violations of state minimum wage laws and specified labor law provisions.

Grants the comptroller enforcement authority over labor standards including wage and hour provisions, prevailing wage requirements, and articles covering wage theft and other labor violations.

Empowers the comptroller with investigatory authority equivalent to the state labor commissioner, including rights to inspect premises, issue subpoenas, administer oaths, and examine records.

Excludes from comptroller enforcement any local labor standards already assigned to the city's commissioner of consumer and worker protection, and standards related to financially assisted workplaces or city procurement.

Preserves concurrent enforcement authority for the state Department of Labor and other government agencies to enforce labor laws within New York City.
