Establishes the Manufactured Home Community Preservation Act to provide financial and technical assistance to counties, municipalities, rural preservation companies, and non-profit housing organizations for preserving mobile and manufactured home parks.

Authorizes the commissioner to develop eligibility guidelines, provide technical assistance, disseminate information about the preservation program, and submit biennial reports to the governor and legislature on program activities and outcomes.

Permits the commissioner to provide financial support from the mortgage insurance fund to local governments and eligible non-profit organizations to acquire development rights or purchase mobile and manufactured home parks, including funds for resident relocation assistance.

Defines key terms including "development rights" (fee owner's rights to develop or change property use), "current property value" (fair market value restricted to current use), and "mobile home and manufactured home park protection agreement" (preemptive purchase rights at current use value).

Amends Public Authorities Law to authorize use of mortgage insurance fund moneys for financial support to preserve mobile and manufactured home parks under the new program.
