Establishes a state emergency home energy assistance program benefit for households eligible for HEAP (Low-Income Home Energy Assistance Program) threatened with utility shut-off or energy emergency due to nonpayment.

Applicants must document they receive a regular HEAP benefit insufficient to address the emergency and meet one of five conditions: currently without heating fuel, fuel supply lasting less than 7 days, disconnected heat-related utility service, service eligible for disconnection, or arrears exceeding 60 days or $300.

Social services districts may authorize one or more household payments per program year in amounts matching the emergency benefits matrix developed annually by the Department of Public Service.

Commissioner of the Office of Temporary and Disability Assistance shall establish and implement the program.

Takes effect 30 days after becoming law; regulations necessary for implementation may be adopted immediately.
