Expands the definition of lobbying activities to include efforts to influence the nomination or confirmation of persons to positions subject to Senate confirmation.

Requires lobbyists to disclose the offices and names of nominees or potential nominees when registering lobbying activities related to confirmations.

Applies disclosure requirements to lobbyist registration forms (initial disclosures), periodic reports on lobbying conducted, and client activity reports.

Amends the legislative declaration to establish that disclosure of lobbying activities for confirmations is necessary to preserve the integrity of New York's governmental decision-making process.

Takes effect immediately upon enactment.
