Establishes a two-step process for reviewing instructional materials: an informal complaint stage resolved between parents and school personnel, followed by a formal written complaint reviewed by a district review committee.

Requires review committees to complete their assessment within 30 business days (extendable to 40 business days if abundant comments are received) and make a recommendation to keep, remove, or restrict access to the challenged material by age, grade level, or parental permission.

Mandates school boards vote on review committee recommendations at open meetings with public comment periods, with complainants and the public notified at least 72 hours in advance and source citations posted on district websites.

Requires each school district to maintain a publicly accessible, searchable online database listing all instructional materials in use and updated upon acquisition or discontinuation of materials.

Authorizes state education commissioner to apportion funding to school districts for creation and maintenance of the instructional materials database.
