Creates Article 12-E in Vehicle and Traffic Law to regulate catalytic converter transactions, defining catalytic converters as exhaust emission control devices that catalyze redox reactions in internal combustion engine exhaust.

Requires persons buying or selling unattached catalytic converters to be registered as scrap metal dealers, vehicle dealers, vehicle dismantlers, or licensed repair shops.

Prohibits scrap metal dealers from purchasing used detached catalytic converters unless obtained in-person at a licensed site and the dealer verifies seller identification and vehicle information (year, make, model, VIN) and maintains records of markings on converters.

Restricts possession and sale of used detached catalytic converters to licensed entities (dismantlers, scrap processors, vehicle dealers, repair shops) and individuals with documentation showing the converter is from their own registered vehicle; prohibits shipping converters except between licensed entities.

Creates presumption that possession of two or more catalytic converters without required license indicates stolen property and makes unlawful possession an offense; allows seizure and forfeiture of converters and requires courts to order restitution for repair and replacement costs.
