Increases the fee deposited to the cultural education account from $15 to $25 for recording instruments and certificates by county clerks and the New York City Register.

Increases the deduction retained by county clerks and the New York City Commissioner of Finance from $0.75 to $1.00 per transaction.

Maintains the $5 fee paid to the New York state local government records management improvement fund with a $0.25 deduction.

Applies to fees collected for recording any instrument required by statute to be recorded.

Becomes effective sixty days after enactment into law.
