Bans public and nonpublic elementary and secondary schools, including charter schools, from purchasing or using biometric identifying technology for any purpose, including school security.

Permits schools to use biometric technology only for: (i) fingerprint identification of prospective school employees for compliance with education law or commissioner regulations, or (ii) identification of employees who have provided written consent or whose employee organization has consented in writing.

Eliminates previous provisions that allowed the commissioner of education to authorize biometric technology use after July 1, 2022, and removes requirements for a director report on biometric technology implementation in schools.
