Requires the authority to publish the draft plan on its website for a 30-day public comment period before final adoption and to publish a final report with statewide deployment guidance

Establishes a 13-member "Fast Charge NY working group" representing municipalities, environmental groups, utilities, and charging developers, with members appointed by the governor, senate president, and assembly speaker; requires annual plan updates
