Allows Joshua David, a police officer employed by the Village of Clayton since 2009, to participate in the section 384-d special twenty year retirement plan despite missing the original enrollment deadline through no fault of his own.

Requires the Village of Clayton to elect participation within one year of the act's effective date by filing a resolution with the state comptroller certifying that David did not negligently exclude himself from the plan.

Permits David to elect coverage under section 384-d within eighteen months of the act's effective date and entitles him to full rights and benefits under that plan.

Makes the Village of Clayton responsible for all employer past service costs, estimated at approximately $164,000 as a one-time payment, with the option to amortize over five years at approximately $36,600 annually.

Takes effect immediately upon enactment.
