Authorizes New York City to establish a demonstration program using street cleaning vehicle photo devices to capture images of vehicles violating street cleaning parking rules and impose monetary liability on vehicle owners rather than operators.

Establishes penalties of up to $50 per violation plus an additional $25 for failure to respond to notices of liability; imposes liability on vehicle owners with limited defenses including stolen vehicle reports and lessor/lessee distinctions.

Requires street cleaning vehicle photo devices to undergo daily self-tests, utilize technology to avoid capturing driver/passenger identities when practicable, and display warning signs on all equipped vehicles with a 60-day warning notice period before enforcement begins.

Restricts use of captured images to owner liability adjudication and destruction within one year of notice resolution; prohibits disclosure except to vehicle owners, pursuant to court-ordered search warrants, or subpoenas in criminal investigations involving misdemeanor or felony offenses.

Makes street cleaning parking rule violations subject to adjudication by NYC Parking Violations Bureau and establishes that such violations are not convictions, do not affect driving records, and cannot be used for insurance purposes; sunsets entire program on July 1, 2029.
