Creates a temporary state commission with twelve members to conduct a comprehensive study on paid family leave utilization under Workers' Compensation Law Article 9

Commission membership includes representatives from organized labor, business community, legislature, and state agencies (Labor, Financial Services, Workers' Compensation Board), with the Workers' Compensation Board chair serving as commission chair

Study shall examine demographic data of paid family leave recipients (gender, race, age, geographic region, employment type), average benefits received, length of leave, employer experiences, and barriers to program utilization such as lack of awareness or understanding of eligibility

Commission must submit findings and specific recommendations to the governor and legislative leaders within one year of the act's effective date, focusing on increasing access for underutilizing groups and removing barriers to use

Act takes effect immediately and expires two years after becoming law
