Automatically issues identification cards to persons whose driver's license or learner's permit is expired, suspended, revoked, or surrendered without requiring them to submit an application.

Maintains existing provisions allowing applicants to designate sex as M, F, or X on identification cards without additional documentation and permits amendments upon request.

Retains donor registry registration options on identification card applications with protections for applicant privacy and consent regarding anatomical gifts.

Takes effect 60 days after enactment into law.
