Requires 50% of water quality restoration fund revenue (after administrative costs) to fund individual septic system projects and 50% to fund wastewater treatment facility projects, with administrative costs capped at 10%.

Establishes a phased transfer of existing drinking water protection tax revenues to the water quality restoration fund for septic system projects, beginning at 5% annually for years 1-4, increasing to 70% by year 9, and stabilizing at 50% thereafter.

Defines "water quality improvement projects" to include wastewater treatment facilities, individual septic systems with active treatment, and projects for reuse of treated effluent from wastewater facilities.

Adds new oversight provisions requiring annual independent audits, comprehensive SWP implementation action plans, and annual board of trustees reports to the county legislature, with costs charged to the fund.

Prohibits any expenditure from the fund for purposes other than those expressly permitted and requires the county executive to prepare a report by January 1, 2030 recommending modifications based on future funding demands for wastewater and septic projects.
