Wireless service providers must implement programs to prevent activation of phones with IMEI numbers appearing on the GSMA block list (industry database of stolen and fraudulently obtained devices).

Service providers must take reasonable steps to report IMEI numbers of stolen, non-activated wireless phones to the GSMA block list when informed by retail store operators.

Service providers must maintain programs enabling them to suspend service to stolen phones upon notification from verified customers and report those IMEI numbers to the GSMA block list.

The GSMA block list is defined as an industry database maintained by at least 50 commercial mobile operators, certified to ISO/IEC 27001 security standards, and providing publicly available information to help prevent use of stolen devices.

The act takes effect 90 days after becoming law.
