Allows courts to order post-termination visitation and/or contact between a child and parent either by agreement of all parties or after a hearing determines consent is being unreasonably withheld and contact serves the child's best interests.

Requires the hearing to occur concurrently with the dispositional hearing or after the fact-finding hearing on the petition to terminate parental rights, but before the guardianship and custody order is entered.

Prohibits post-termination visitation and/or contact orders when a parent has been found to have severely or repeatedly abused the child, unless the parent seeking contact was not the perpetrator of the abuse.

Requires consent of children age 14 and older for post-termination visitation and/or contact, and allows all parties and subsequent legal guardians or adoptive parents to move to enforce or modify such orders based on substantial change in circumstances.

Specifies that failure to comply with post-termination visitation and/or contact orders cannot invalidate the guardianship, custody, or adoption orders, and appeals from such orders do not delay adoption finalization.
