Amends Civil Service Law by adding Section 66 to prohibit state agencies and departments from contracting or subcontracting services during a hiring freeze.

Prevents outsourcing of work that would otherwise be performed by employees covered under collective bargaining agreements or analogous contracts subject to the hiring freeze.

Applies to all entities under the authority of the executive department, including agencies, departments, divisions, commissions, and bureaus.

Takes effect immediately upon enactment.
