Establishes a maternal depression awareness program within the Department of Health to educate the public and maternal health care providers about the risks and remedies associated with maternal depression.

Creates a "maternal depression fund" under joint custody of the State Comptroller and Commissioner of Taxation and Finance to receive appropriations and accept grants, gifts, or bequests for the program.

Appropriates $20,000,000 from the state treasury general fund to the Department of Health for carrying out the provisions of this act, payable on audit and warrant of the comptroller.

Takes effect immediately upon enactment.
