Amends Public Health Law section 3380 to prohibit the sale of hazardous inhalants (nitrites and alkyl nitrite compounds) to persons under 21 years of age, with exceptions for medical and dental anesthesia use.

Requires sellers of hazardous inhalants to verify proof of legal age before sale or shipment, with no age verification required for individuals who reasonably appear to be at least 30 years old.

Establishes civil penalties of up to $250 for initial violations and up to $500 for second and subsequent violations under new General Business Law section 399-hhhh.

Applies to all persons, corporations, partnerships, limited liability companies, and business entities doing business within New York State that sell or distribute hazardous inhalants.

Takes effect 90 days after becoming law.
