Establishes a blood clot and pulmonary embolism policy workgroup within the Department of Health, composed of healthcare providers, patients with blood clots, families of deceased patients, advocates, and interested parties.

Requires the Governor, Senate Temporary President, and Assembly Speaker each to appoint two workgroup members, with the Health Commissioner appointing the chair.

Directs the workgroup to study and issue recommendations on blood clot and pulmonary embolism incidence, treatment standards, emerging therapies, patient awareness, surveillance systems, and clinical guidelines.

Requires the workgroup to submit a written report with recommendations to the Commissioner and legislative leaders no later than one year after the effective date, with the Commissioner to publish recommendations on the Department website.

Expires and is repealed two years and ninety days after becoming law.
