Directs the New York State Energy Research and Development Authority to study the feasibility, efficiency, and energy saving costs of constructing a micro-grid at Brooklyn College.

Study must examine construction costs, on-campus feasibility, operational efficiency, three-year operating costs post-completion, stress reduction on existing electrical systems, and potential cost savings.

Requires the authority to submit findings, conclusions, recommendations, and legislative proposals to the governor and legislature within 13 months of the act's effective date.

Takes effect immediately upon enactment.
