Authorizes the Commissioner of Mental Health to establish up to three pilot programs in community behavioral health organizations, each lasting three years, to provide supervised post-graduate clinical experience for social workers seeking licensure as licensed clinical social workers

Requires the supervised clinical experience to be provided at no cost to participants, removing a financial barrier to obtaining licensed clinical social worker credentials

Mandates evaluation criteria including recruitment success of newly licensed clinical social workers, use of evidence-based clinical models, and percentage of participants who achieve licensure

Requires participating organizations to provide continuing education opportunities at least one day per week for licensed master social workers and licensed clinical social workers in the program

The pilot program is subject to appropriation and will automatically expire and be repealed six years after the effective date
